update_client_portal_user

Enable or disable a client's portal user, transfer ownership with makePrimary=true, or change which locations a member sees with locationIds (a list of the client's location ids, at least one; null = every location). The owner always sees every location. Matches the UI's row actions. Email and names cannot be changed here.
