bulk_edit_locations

Apply profile patches, publisher overrides, tag changes and optional immediate Google publishing to up to 100 locations. Accepts up to 1,000 IDs but returns overflow as skipped_over_limit. All processed targets must be accessible before any writes. Content checks hold the whole batch; subsequent per-location failures are reported individually. Requires Clients access.
