resolve_geo_value

Ask what code OS would store for a country or state value, BEFORE creating or editing a location. Global reference data — no clientId. field=country with a name or code returns its two-letter code; field=state needs `country` and returns the state code. Pass Google Places' short and long names as `value` and `valueLong` — they must agree. Returns { resolved: false } when the value is not in the reference list (OS never guesses); in that case pick from list_countries / list_states.
