Static reference lists — directory sites and categories.

• Readlist_sitesList the directory/publisher catalog OS can submit listings to (Google, Facebook, Apple, Bing + long-tail directories). Global reference data — no clientId. Filter by search (name or url), active, siteType, or country (ISO-2; includes worldwide sites). Ordered by priority (GABF first).
• Readlist_categoriesSearch the general business category taxonomy (mirrors Google's, thousands of entries). Global reference data — no clientId. Pass a `search` query; returns id + name. The id is a Category id (cuid) to set as a location's general category. For a specific publisher's own catalog, use list_publisher_categories.
• Readlist_publisher_categoriesSearch a single publisher's OWN category catalog — GABF: google, apple, bing, facebook. Global reference data. Returns that publisher's native category ids + display names. Apple categories are country-specific — pass country (ISO-2). Use the returned ids for a location's publisher categories (primaryCategoryGoogle / facebookCategoryId / appleCategoryId / bingCategoryId).
