delete_publisher_set

Delete a publisher set. Refused while any client is still on it — deleting it would silently hand those clients every directory again, which is the opposite of what the set was for. Move them off first with assign_publisher_set (to another set, or to none). Check `clientCount` from list_publisher_sets before calling. Requires an identified agency user.
