get_publisher_set

Get one publisher set by its id, with its directories resolved to names. Returns the set (id, name, revision, siteIds, clientCount, created/updated) plus `sites` — the display name and url for each siteId, so you can tell a person which directories the set actually covers. `unknownSiteIds` lists any site that is no longer selectable for this agency (deactivated, or dropped out of the agency's entitlement): those stay on the set and keep working, but cannot be re-added once removed. Pass `revision` back to update_publisher_set — it is how a concurrent edit is detected instead of silently overwritten. Read-only.
