Rates, account, operation/parameters and America/New_York admission day are rechecked; conservative reservations are locked and private child UUIDs durably owned before provider work. USD 5/day covers this wrapper only, not other account spending; it is operational admission control, not a billing guarantee. Reuse the external UUID: changed details return 409; owned work never replays. Unknown outcomes retain holds across midnight; overruns block new work. Reconcile accepts only locationId/requestId/mode and settles saved original receipts/credits: no purchases, adoption, retries or resubmission. Poll GET for that UUID. New purchases also require SYNUP_SEO_PILOT_BUDGET_EXPIRES_AT_MS: finite positive safe-integer milliseconds, no later than 1795119917687 (2026-11-19T20:25:17.687Z), with an exclusive deadline. Missing, invalid or later deadlines disable new execution. Expiry is rechecked under the reservation lock and immediately before provider invocation; owned reads, reconciliation and settlement remain available afterward.
