resubmit_location

Explicitly resend the full saved business profile to all eligible listing publishers, even when unchanged. Use only when the user requests resubmission. Preserves publishing and content checks; does not replace in-flight submissions or partner polls. Returns queued/running/uncertain status, never proof of publication. An uncertain request must be reconciled before retrying. Requires Clients access.
