update_client_notification_defaults

Change the agency's client-notification defaults as an owner/admin with agency-wide client access. Exactly one of: patch — only the fields named (showToClients, locked, rows.<row>.inApp|email.enabled), null clearing a field back to its built-in default; reset=true — built-in defaults; config — the original whole-list save. Location selections are per client and can't be set here. Clients with their own settings keep them.
