Save the same reply text as an UNSENT draft for up to 50 reviewIds. Never publishes. Checks access to every review before writing, then returns a per-review outcome plus succeeded/failed counts. Some drafts may succeed while others fail; inspect results before retrying. Requires an active agency user with Reviews and access to every owning client.
