Save bulk review reply drafts
Requires an active agency user with Reviews access to every selected review. Saves the same text as an unsent draft for up to 50 reviewIds; duplicates are removed. The entire batch is authorized before writing. Returns results per review plus succeeded/failed counts, draftsOnly:true and pushed:false synchronously. Partial failures do not roll back successful drafts; inspect results before retrying. Text is 1–2000 characters. This operation never publishes or creates a background reply job.
