Retry a stalled/failed review source
Requires an active agency user with Reviews and source-owner access. Resets the custom source and requests an immediate fetch, attributed to that user. Disabled or removed sources are refused. Collection can consume provider usage. queued:false with warning:fetch_not_queued means immediate enqueueing failed; scheduledRetry:true indicates the regular scheduler remains a fallback. Do not claim a fetch started when queued is false.
